Front bumper hanging too low?

Is it normal for the bottoms of the front bumper to flop down rather than sit flat? I tried fitting an undertray but it didn't seem to make a difference as the bumper is pretty tough.

i think under the radiator was meant to have two bars that connect to it, they are very thin.

looks like yours has been pulled and stretched from parking spot concrete.. things.. goddamn im tired
