Those look ( as paulie said) like they just have lights in them, ala those valve cover caps that light up

Work Emotion range come with glow in the dark stickers nowadays. Only glow for like 2 minutes after coming out of the light but cool nontheless.

They are definitely some sort of LED or something.
Either way, I am sure you can have them legally, as long as you only have yellow (or yellowish) lights installed.
AFAIK the law allows yellow on the sides, red rear and only white front, I am sure you have all seen those dicks with their utes lit up like Christmas trees.

they are remote control LED lights, the battery is often located in the center hub in a puck shape wired to the lights on the spokes. the whole wheel looks lit when moving at speed. slow speed looks like shitty bars on your wheels
