does anyone know how to replace the radiator support pannel on the 1996 vr4 galant

I'm sure its the same as most cars including the more recent VR4's - it'll be spot welded in various places, so the old one has to be cut out and a new one welded in. Download ASA and take a look at the diagrams for your model. The 8th gen actually has a part number for the whole section that can be ordered from Mitsi Japan!

yes it is spot welded on,heres mine in the shop when it got the new one welded on
