Running well now except when cold

So far changed the oil, fixed the muffler and put in a new radiator.
She has gutter damage on front left bumper, tear in the driver seat and dodge electrics.
Needs a tune asap.

Imported in 2003? How did they manage that, isn't there a 10 year rule? So 2000 models couldn't come in until 2010.

I'll take a snap of the import plate, the previous owner had it for 6 years, so there must be a way around the rule?

Yeah, it can be a personal import, so it's possible, just rare.
