Cold idle too high (1900rpm) - Idle control motor?

Hello,

Recently changed out the ICM as I thought other was faulty (almost stalling when coming to a stop after prolonged highway speed)
Now upon cold start I experience 1700 - 1900rpm idle. This slowly reduces after around 5 mins to normal.
much too high!
Faulty replacement ICM or possibly something requiring adjustment?

I cringe when it revs that high now when cold. Something I definitely want to fix before the weather cools.

Check for any vacuum leaks. Spray some start ya bastard or somthing around the throttle body and see if idle changes.

Sprayed SYB all around the TB and ICM but no change in idle speed or characteristics.
Can i adjust the ICM or is it not serviceable?
