Help, need info about RWC

Alright, heres the deal theres a VW Beetle that i can get for free, dont know if it runs but if it does, there is still a HEAP of rust, to get a road worthy certificate what would i have to do, clean it up? not bother? will they let me if i do clean it up, or is it because it causes some safety issues? If it doesnt run how much do you thin an entire new engine and stuff for it would cost, had a look and found the complete rear part of an engine on ebay $45 ATM

beetles have a great chassi and make a good base for a kit car.... that about it in my books..
