new key coded/ with central locking

hey guys I have searched for this and cant find anythning.

I only got 1 key with my car and want a spare idealally with the central locking buttons too.

Agistino mitsubishi said it would cost $400 (if they can get the code from japan)

Am i mising somthing here it cant be that hard can it, cant they get the code from my current key?

Cant a locksmith just recode an existing key (i will supply a new blade) from a wreck?

what have other people dont who only have 1 key?
